I am the onwer and administrator of a local database that I created.  Is it possible to share the database and make another user the administrator, so that this user can perform tasks restricted to administrators, such as create user defined fields?

Yes, you can share a BCM database. From the main Outlook menu, click on Business Contact Manager, Database Tools, Share Database. If that person is an administrator on the PC, they can be an administrator of BCM.

Click on the Help button in that dialog for more information about Sharing a BCM Database.
